Across Europe, healthcare systems are hitting the exact same wall. 

Recent insights from TNO and the Dutch MedTech 2035 Action Plan – championed by DG Barbara Goezinne of the Dutch ministry of healthcare (VWS) – make one thing crystal clear: throwing more headcount at systemic bottlenecks is no longer a sustainable fix.

Productivity improvements through MedTech are not a luxury – perhaps they never were – they are an absolute necessity. But as TNO rightly points out, simply layering new technology over outdated processes won’t deliver growth. We must redesign the work itself.


Our own Care-IQ research across multiple EU countries confirms that care systems across the EU are facing identical challenges. So, where should we focus our innovation efforts to get the biggest return?


Applying the Pareto principle (the 80/20 rule) to healthcare innovation, just 20% of MedTech solutions will deliver 80% of the systemic impact. The true game-changers aren’t the flashy, futuristic gadgets – they are the foundational tools that fundamentally redesign daily workflows, including:

  • AI-driven smart administration: automating clinical documentation and ensuring data interoperability to drastically slash the administrative burden.
  • Predictive analytics for capacity management: forecasting patient loads and staffing needs to prevent team burnout and optimise resource allocation.
  • And among AI-driven diagnostics & clinical decision support, and clinical robotics & image-guided therapies.

TNO estimates that deploying these labour-saving technologies and AI could unlock up to €22 billion in care cost reductions. But the real metric that matters is human: it gives our care professionals their most valuable asset back – time with the patient.


To achieve the MedTech 2035 vision, we need to move from isolated pilots to scalable, human-centric implementation. Technology must empower people, not replace them.
