The rapid integration of Artificial Intelligence (AI) into healthcare promises enhanced productivity and improved patient care, but it also brings a complex web of safety, privacy, and regulatory questions. Recognising this, a consortium of Dutch healthcare organisations, including ActiZ, the Nederlandse ggz, NVZ, UMCNL, and VGN, in collaboration with KPMG, has developed a comprehensive guideline for the safe and responsible use of AI within the sector. This initiative, summarised in an article from Skipr, offers a much-needed framework for healthcare providers aiming to leverage AI effectively.
Understanding the AI lifecycle and regulatory landscape
The “AI Guideline,” as it’s termed, addresses the entirety of the AI lifecycle – from procurement and development to deployment and ongoing management. It meticulously outlines key legal requirements, regulatory obligations, and essential considerations for ensuring that AI systems meet stringent healthcare standards. This includes guidance on defining system requirements, establishing organisational structures for responsible AI use, and managing AI systems throughout their operational life.
A core principle highlighted is proportionality. This means that AI governance, decision-making processes, and oversight mechanisms can be flexibly adapted to an organisation’s specific size and the inherent risks associated with its AI applications. For instance, a university hospital will have different governance needs than a smaller care provider, and the guideline encourages tailoring these structures accordingly.
Bridging the knowledge gap: empowering healthcare professionals
The need for such guidelines is underscored by recent research. A study by ZorgfocuZ revealed that while a significant majority of healthcare professionals already use AI in their work (58%) and a substantial portion (85%) express a desire to learn more, many lack clarity on permitted tools (31%) and effective AI literacy. Similarly, a Nivel survey indicated that over half of nurses and caregivers use AI, yet most have not received training, and many feel inadequately prepared.
The AI Guideline explains AI implementation with clear examples and best practices. It helps policymakers and IT staff understand their roles, so healthcare providers don’t have to create AI frameworks from scratch.
A shift towards integrated care flow
When rigorously applied, AI guidelines offer a clear path to enhancing AI-driven healthcare logistics as well, particularly in response to the changing landscape of the wider healthcare system. Intermediate care, for instance, is increasingly recognised as a vital, dynamic part of healthcare operations—the “engine that keeps the healthcare river flowing.” This views managing the flow of patients needing short-term, recovery-focused care, coordinating different care services, and reducing hospital admissions. AI can significantly improve these areas through advanced predictive analytics, better resource allocation tools, and streamlined patient journey management, ultimately making healthcare logistics more productive.
The challenge in many healthcare systems, including the Netherlands, is the fragmentation of these essential care streams due to separate financing, access, and responsibility structures. By treating admission, throughput, and discharge as a unified watershed, intermediate care can become a more efficient turbine, reducing backlogs and accelerating patient flow.
